The FCC requires all licensed full-power AM, FM and TV stations, as well as Class A TV stations to maintain a Public Inspection File. This online public inspection file (OPIF) is maintained by station on the FCC’s website (https://publicfiles.fcc.gov/). The purpose of the OPIF, of course, is to make information “to which the public already has a right more readily available, so that the public will be encouraged to play a more active part in a dialogue with broadcast licensees.”
While the organization of the OPIF is dictated by the FCC’s online database system, having a well-organized OPIF, as well as internal procedures to update the File, make it easider to ensure a station’s compliance. And since many stations suffer from employee turnover in those job positionms that require knowledge of the contents and uploading procedures for the OPIF, it is important to immediately train new employees. Even a short lapse in uploading required documentation can have consequences – even years later.
In the NMBA’s continuing effort to help our members not only understand their FCC obligations, but to encourage creating in-house procedures that ensure timely maintenance and compliance, we have been given an advanced copy of a “Pillsbury Advisory” outlining OPIF content and deadlines.
